Work/APIC: Dr. Sobhan Qadir is a Global Health Security and Infection Prevention & Control (IPC) specialist with extensive experience in national policy development, antimicrobial resistance (AMR) strategy, healthcare-associated infection (HAI) surveillance, and health systems strengthening.


He currently serves as Technical Advisor (Global) with the Global Alliance for Infection Prevention & AMR Control (GAIPAC), where he supports development of international IPC and antimicrobial stewardship guidance, early warning and surveillance coordination, laboratory systems strengthening, and global capacity-building initiatives. His work focuses on integrating IPC, AMR, and health security frameworks to strengthen resilience in low- and middle-income countries.


Dr. Sobhan has previously led and supported national IPC and health security programs across Asia and Africa, contributing to genomic surveillance system establishment, IHR implementation, outbreak response strengthening, and development of National Action Plans aligned with the Global Health Security Agenda (GHSA). He has worked closely with ministries of health, CDC, WHO, and multilateral partners to operationalize surveillance systems, build workforce capacity, and develop sustainable IPC governance structures.
He holds CIC and Advanced Leadership Certification in Infection Prevention & Control (AL-CIP) from CBIC and is a Member of the Association for Professionals in Infection Control and Epidemiology (APIC). He also serves as a Governing Councillor of the American Public Health Association (APHA) and is a Fellow of the Royal Society for Public Health (FRSPH).


Dr. Sobhan holds dual master’s qualifications in Public Health and Healthcare Systems Management following his medical graduation and has additional certification in healthcare quality. His professional focus remains strengthening global health security through evidence-based IPC systems at facility, national, and community levels.
